Constitution of Board, Councils, Committees and other bodies :

The Board, a body corporate, consists of the following members, namely;

• a Chairman to be appointed by the Central Government;
• three members of Parliament of whom two shall be elected by the House of the people and one by the Council of States;
• eight members to be appointed by the Central Government to represent respectively:

               •  the Ministry of the Central Government dealing with Agriculture;
               •  the Ministry of the Central Government dealing with Commerce;
               •  the Ministry of the Central Government dealing with Finance; 
               •  the Ministry of the Central Government dealing with Industrial development;
               •  the Indian Council of Agricultural Research;
               •  the Government of Andhra Pradesh;
               •  the Government of Gujarat and
               •  the Government of Karnataka.

• two members to be appointed by the Central Government by rotation in the alphabetical order, to represent the Governments of tobacco-growing States other than the States of Andhra Pradesh, Gujarat and Karnataka;
• not more than ten members to be appointed by the Central Government from amongst growers of tobacco, dealers and exporters(including packers) of tobacco and tobacco products, manufacturers of tobacco products and from amongst persons who, in the opinion of the Central government are experts in tobacco marketing or agricultural economics.

  “Provided that the number of members appointed under this clause from amongst the growers of tobacco shall not exceed six”.

• the Agricultural Marketing Adviser to the Government of India, Department of Rural Development, ex-officio;

• the Executive Director, ex-officio.

  The Board appoints such committees for the efficient discharge of its duties and performance of its functions under this Act.

Executive Committee: The Executive Committee shall consist of

       •  the chairman, who shall be the ex-efficio Chairman of the Committee.
       •  the Vice-Chairman;
       •  five members elected by the Board from amongst its member;
       •  the Executive Director (ex efficio).

Committee for production and production control: The committee for production and production control shall consist of:

       •  the Chairman, who shall be the ex-officio Chairman of the Committee;
       •  the Vice-Chairman;
       •  five members elected by the Board from amongst its member;
       •  the Executive Director (ex-officio)

Marketing Committee: The Marketing Committee shall consist of:

       •  the Chairman, who shall be the ex-officio Chairman of the Committee;
       •  the Vice-Chairman;
       •  five members elected by the Board from amongst its member;
       •  the Executive Director (ex-officio)

Registration Committee:

As provided under Rules 33A, 33B, 33D, 33F, 34A, 34M, 34O and 34Q of Tobacco Rules, 1976 the Board shall constitute Registration Committee for Growers and Others consisting of 5 members of the Board for grant/renewal/cancellation of registrations/licenses to the growers, nursery growers, curers and barn operators of virginia tobacco. Similarly, as provided under Rules 34E, 34G, 34I, 34K, 36 and 38 of Tobacco Rules, 1976 the Board shall constitute Registration Committee for Traders and Manufacturers consisting of 5 members of the Board for grant/renewal/cancellation of registrations/licenses to processors, manufacturers, commercial graders, exports, packers, auctioneers and dealers. For both the Committees the Executive Director of the Tobacco Board is the Chairman of the Committee.

Inputs Committee:

The Board had constituted two separate Inputs Committees for Andhra Pradesh and Karnataka for the year 2007-08 further comprising of the following members for finalizing the rates and modalities of supply of inputs to the farmers.

Decisions taken and policies formulated by these committees are given wide publicity through print and electronic media for the benefit of tobacco growing community and trade i.e

• Extensive publicity campaign by Board through:
  • Mounting of posters in the villages
  Advertisements/press statements in the vernacular daily newspapers.
• Exhibiting of slides in Cinema halls.
• Distribution of Pamphlets.
• Village level group meetings.

Minutes of the meetings of the Committees are circulated all officers of Tobacco Board besides its members and they are made accessible to the public.
